The stock EFI compensates for atmospheric conditions with the MAP, engine-temp, and intake-air-temp sensors. These operate independent of closed-loop mode, which only works in a small range of operation, mostly idle through the cruise range (below ~50% TP). Once out of that area of the map the EFI is in open-loop mode anyway.
All the PCIII does is intercept the signal and add or subtract fuel to the A/F or advance or retard the ignition timing. The sensors are still functional, so I can't see any validity in those claims.

So, the question is really, with the O2 sensors disconnected, does the bike still have the other sensors as in earlier, open loop bikes. IF NOT, they may be onto something. Earlier bikes should not be effected.
