Question(s) about the V&H FP4
I discovered the V&H FP4 is an EPA approved tuner. Since you won't be able to tweak the A/F ratio which is what these bikes need, and is an EPA no no, what use is it, seems it won't be any better that the HD Screaming Eagle tuner. How can V&H have different MAPS if they all meet EPA standards? What would be the point of paying $400+ to tune a bike to Stage 1 and it still runs crappy because the MAP meets those EPA standards?
Or am I missing something?

They have different models for different year bikes.
Bikes before ‘21 aren’t affected by the EPA regulations.

My 2017 1200 Custom would require the 66045 tuner, so that FP4 can change the A/F ratios among other things to correct the lean running stock MAP? So the FP4 in that regard is just like the FP3?
I've had great results using an FP3 on my '17 883 SuperLow running Stage 1, which is all the further I would go with the 1200.

Check this out FP3 @ Wal Mart
It's only money right... If I ever plan on going with the Stage 1 setup on the 1200, I'd need one.

Also, there are still tuners for sale that defeat the stock EPA tune, so I don’t know for sure that your statement about “millions in fines” is true for all tuners. Care to document that with a link other than the $12 million fine in the consent decree in 2017?

That is incorrect.
From the EPA website: "EPA has stringent emission standards for highway motorcycles that have been developed and refined for over thirty years. Motorcycles are regulated under section 202 of the Clean Air Act which calls for EPA to consider the need to achieve equivalent emission reductions from both motorcycles and other vehicles as much as possible."
And I never said all tuners- I said millions in fines have been paid for emissions violations- which you yourself verified.
