The relay has 2 components. The coil and the contacts. If you hear or feel the relay click the the control side of the relay is OK. You need to find out what the voltage is to the coil side of the solenoid.
If it's good ( close to battery voltage ) then you have to see what the voltage is getting to your starter motor itself when you press the starter button.
Does the engine try to crank? Does it seem to turn over weak or not at all?

Solenoid is new, battery load tested fine - all I get is 1 click when I hit the start button.
I took the starter out I'm so frustrated but for whatever reason I hit the start button & it still does that 1 click, is that normal with the starter OUT?
Seems like power isn't even getting to the starter ??
I took the starter out to test it tomorrow so I posted this out of curiosity
