Does the 114 Stock Ventilator Count as "Stage 1"?

Watched the video. It’s only available for ‘21 Touring models only, or other ‘21 models as well? I’m looking for a tuner for my ‘21 FXLRS Softail Low Rider S. I prefer another tuner, but if the HD SE tuner is the only one available that works, keeps my warranty, then I’ll just go with the SE Tuner.
The other tuners are close, mid-August or so.
