I don't know much , if anything about the bcm , but from what I have read , if power from the ignition switch or start button is going to the bcm , it will send voltage to the starter , which may be the reason why you have power to the solenoid when it shouldn't . I would check your connections at the ignition switch as well as the start button and the wiring leading back to the bcm , could be a short in the wiring or corrosion inside the button itself . A break in the wiring harness at the steering head or somewhere along the handle bar .

If the starter switch (button) were stuck, the ignition switch would still need to be on, and the kill switch would need to be on.
The starter cranks when ignition switch and kill switch are turned off.....

Dan , that makes perfect sense to me . Makes me wonder if the bcm is actually faulty . From what I have read so far , the bcm has a built in starter relay , which seems to be receiving power constantly . Trying to find out if the power going to the bcm is constant or only when the ignition is turned on ..

I think it’s time for a new bcm unplugged the harness but left the power plug into the bcm and the L2 where the solenoid power cable is was at 12.8v so I’m thinking it’s a bad bcm considering the harness was out so nothing could have been sending a signal to make that hot besides the actual unit itself

Well , I'm rooting for you . Your issue really did peak my interest and I learned a bit about it as well , not an issue that comes up very often .
If it ends up being the ecm , I would tear into that old one and see if there are any signs of malfunction . The bcm is supose to have a built in relay to the starter , so maybe it's corroded or stuck in the " power mode " .. There was an issue with the earlier one's that got wet and caused a similar problem as yours .
