Hmm...are you plugged into the data port? It should be a square 4 port connector with a rubber cover that you have to remove.
Other than that all of your settings are exactly as I have them and mine works just fine. The fact that device manager sees your adapter and has it connected to COM 4 indicates that the adapter is working.
Last thing to try would be to disconnect everything and reboot your system and try one more time.
At that point I'm afraid I'll be out of ideas...
As I said before, I have seen lots of people have problems with USB/Serial adapters. I can only verify what I know and that is that the Belkin 5U109 does work. And for cases like this the LED's really help. When the thing is connected and working you get a nice green LED for "link" and when it is transmitting/receiving it has two other LED's that flash. So you can look at it and see if it is working or not.

everything is connected correctly
I tried to get that Belken connector but Staples didn't have it, and this was the only one best buy had. no led light though
but its reading the adaptor,
I'm plugged into the 4 port on the bike, everything is tight and secure....
is there any way to tell if my SERT unit is bad? I hope thats not the case since they have been hard to get ahold of
plus it says all over the box that i opened "once opened, cannot be returned"
i guess I could try and drag my old pc down to the garage if it has a serial port on it
but this thing should be working...

Follow this exact sequence:
Disconnect everything from your bike and computer and reboot your computer.
Once you compute is up and completely done rebooting - give it some time to make sure everything is done loading - plug your adapter into your USB port.
Check device manager to make sure it is still set to COM 4.
Exit completely out of device manager.
Connect your computer thru all the cables and the dongle to your bike.
Turn your vehicle ignition and run switch to on - make sure you do both! (do not start engine).
Wait 10 seconds (important).
Start thetuning mode program (you will need to select a calibration, since you will not be loading only reading the ECM it does not matter which one you select).
Select file, program ECM.
Click on com port and make sure com 4 is selected (you should see "com 4 open" in the upper right.
Click on get ECM data and it should pull the data from the ECM.
Disconnect everything from your bike and computer and reboot your computer.

well i'm about to blow a fuse
I drug my old pc out to the garage, that has 2 serial ports on it
I connected the dongle, using the regular serial cables. I tried all 3 open COM's, using BOTH serial ports and had the same problems.
nothing is working
and I am PISSED
I have a dyno tune booked for Friday, who the hell knows if I can get another SERT
I don't know what to do
I drug my old pc out to the garage, that has 2 serial ports on it
