Default Leaking fuel from tank fuel valve

What is this hole for?Just replaced the fuel lines for this 1997 Sportster 1200. Everything is ok except I'm leaking a good amount from this hole. Is there supposed to be a plug or is it supposed to be there?

thanks.

That is an air bleed to allow the diaphragm to move back and forth to open/shut fuel flow.
If fuel is coming from that hole there is a hole in the diaphragm.
Was the replacement valve new from HD?

Ok that makes sense. No it's not. The valve is what I took out of the tank when cleaning up the fuel lines. This bike has been sitting for the last 12 years, and the fuel lines were all rotting off. So I emptied out the tank and replaced the lines. Problem is I can't find a rebuild kit.
