Hey Ed,

2004 Harley Deuce EFI
I have a TC88 that is now a 95. If the base TCS setting is .195v, what would the cold start be? Would it still be .650v. Also, what fuses do i need to remove and replace for two minutes, and for what reason again?

Yours is a Delphi system. None of that applies. Your TP is not adjustable.

I was under the impression that I had an adjustable one like shown. Here is a pic, I believe its a magneti marelli.

Just all of a sudden the bike seems to be popping on deceleration and is running a little rough on cruising, almost like its bad gas.

When they call them Magnetti Marelli or Delphi systems, the ECM is being referenced - not sensors or injectors. The TP on your bike should only have a hole that the 2 mounting screws pass through. The TP on a MM ECM bike will have elongated slots where the screws pass to adjust the TP base voltage. The adjustable sensor is a PF4C, not a PF1C

Is there a way to test and check if my TPS is bad?

Monitor it with a scan tool and slowly roll the throttle from open to closed and back and make sure there are no skips. Or, monitor it with a digital volt meter and do the same. Shouldn't be any skips or dead spots. I believe that the two outer wires on the tp are the ones you would monitor (voltmeter) with the bike powered up (not running) and the TP installed on throttle body.

Are you having an issue?

I used the DC voltmeter and only two of the three wires showed readings. The middle and outer one that is closer to the front tire showed the same readings. It started at .51v and went up nicely with the throttle. At full throttle, I got .434v
Started the bike and it is running poorly. Almost seemed like it was going to die. Does the TPS seem in range and good, or should it be replaced? Any other ideas for sudden poor performance?

It would make sense if you got .51 to 4.34 not .434

From memory I thought it was the two outer wires (oh well) but the point is that you're looking for is something that starts around the .5V ish point and swings continuously up to about 4.5 ish.
Start with the basics, battery connections clean and tight, plugs, fuel for contamination, intake leaks. Pull any codes. Then things like fuel pressure would be checked if all basics and other things check out.

Sorry, yes the numbers you stated are the correct ones I got. So I guess I need to start looking for other issues then?
