Ignition module problem?

Ignition module problem?
I am working on an 89 Electra Glide. Trying to set the timing and getting this to run right. I have checked the VOES, it operates at 6 in. Hg vacuum and the contact does work. When I run it above 2000 RPM the timing doesn't change. I removed the wire between the ignition module and the VOES then ground the wire from the ignition module, the timing doesn't change. My understanding is that with the wire grounded, it should advance the timing. With everything hooked up, it stays at 0 deg advance no matter what the RPM is.
What are your thoughts?

I have been fooling with this all day. After researching and finding an advance curve chart for an evo, It appears that I am getting no advance at all. Timing is set at TDC right now and as the RPMs increase it stays right at TDC. I don't want to go throwing parts at this bike, but if it needs a new ignition module I will get one. The bike idles great, but as you rev it up it wants to shoot flames out of the carb. I just replaced the intake gaskets thinking it was an intake leak.
