I saw that video when it first came out. The web site is still up.

 

from what i gather its sprayed in then baked in place so it vulcanizes with the rubber some which keeps it in place. as for balancing who knows

 

When I first saw it I thought it was something that you buy and spray inside the tire but after looking at their website it appears you have to buy the tires from them with the stuff already applied. They only sell certain brands and sizes.
