Bad Voltage Regulator or Starter ????
I need your Help....... 1999 Road King Classic..... After I wash my bike and i forgot turn headlight off and drain battery..... After charge with Battery Tender.... I put Battery back and put red cable to Positive and i was going put black neg wire to neg batter but its cause spark off and turn crank around while switch run off and key off and tell me why its crank around and battery spark..... is it bad voltage regulator or Starter ??? or what should I look for.....

Try this.
Make sure the bike is in neutral and unplug the starter solenoid wire (the skinny one) hook the negative wire back up and see if the engine cranks if it does you more than likely have a bad starter.
If the engine doesn't crank check and see if the solenoid wire has a constant voltage (ignition off/run start off) just has you described.
If you are getting a constant voltage at the solenoid wire that means you have a short some where.
There also might be a good chance that you flooded something with water causing a short.
