Glen, it depends to some degree on model and year. If you are swapping the whole wheel, the simplest thing is to use the same type, for example the tapered roller style, used up to around 2000. Rotor and pulley will swap over, although it is wise to use new screws on them.

1992 heritage classic. I wouldn't try making a newer wheel work with my old set up anyway trust me. I'm putting a fat boy rear fender on the bike and I want a wider tire so I'm not sure if I should get wider rim, do away with belt and go chain, narrower belt. I want a 150 tire atleast on a 17 or 18" rear rim to kinda match the 21" front.

Glenn, a 150/80 Avon Cobra will fit your current 3" rim, which is one way ahead. The Avon Storm 150 for 18" rims has a lower load rating, although if you ride mostly solo it will suffice. On the other hand the Michelin Commander has a similar load rating to the Cobra.
That leaves belt clearance to deal with! You may be able to buy a narrow pulley to fit your wheel, which with spacers will enable you to get a 150 in. All Harley belts have the same tooth geometry, so your current front pulley will be fine. I have a 1 1/8" belt on my 1990 bike (but use a later swinging arm and wheel).
Chain kits are available, but they are just so last Century!
