Default Passenger floorboards

I bought the Streamliner Collection Passenger Footboard and Mount Kit 50378-07B yesterday and last night took off the pegs to add these floorboards. The inserts do not fit very well into the pans. Is this normal? I pressed and pushed with my fingers for awhile trying to get them to seat themsleves into the slots and grooves per the directions, but I still have a gap between the rubber and the pan. I don't want to lose the damn things cruising down the highway.
