Luggage rack install question

Default Luggage rack install question

I'm looking at buying HD part # 53713-96A luggage rack. I'm looking at the instructions from Harley website which are below.

1. If a sissy bar (5) is installed on the vehicle, remove the four screws (2) attaching the sissy bar upright to the sideplates (4). Discard the screws.

My question: there are two screws on each side. The lower one is very close to rear fender and a bit below curve. HOW do you loosen those lower screws without hitting fender?

My bike - 2011 Heritage classic stock.

Take the side plates off the bike first.
