luggage rack for layback license plate

Converted my '03 Roadking into a Frankenstein Trike. There is no storage. Anybody know what luggage rack will work with a layback license on this '03 Roadking without repositioning the plate?

luggage rack for layback license

Okay, read everything posted with replys and still no definate answer to a luggage rack that will fit an '03 Roadking with a layback license plate. Does any manufacturer make one that will work? Hellooo.
