Default Detachable Backrest - release levers

I have a friend that has a detachable backrest on his Wideglide. The rivets that hold the black release levers to the chrome brackets have broken off. Now when he takes off the backrest the levers just fall off. He was told by the dealer that the "rivets broke off and he would need to buy a new one" The rattling bothers him. I looked at it and it looks like the inside where the rivets were is threaded. Has anyone else had this problem? If so what did you do to fix it? Is it threaded on the inside?

FYI I tried to search the forum to see if this was already posted, but the search was a bit strange.
