Default 1949 VIN question

Greetings: I just inherited a 1949 Harley and wow, what a project! On the crankcase I find the number 49 2624. In all the literature it seems there should be some additional letters between the year and serial number that provide identifying informaiton. Is this 6-digit number my full VIN?

Therein lies the problem. This Harley sat untouched in my dad's garage for the last 30 years--after the clutch broke on a ride in 1979. After he died, I dug out the Harley, but I have not been able to find a title, a registration or even a license plate--although at one time it was street legal.
