Default Fuel tank partial removal

I want to check the upper engine mounts on my 07 FLHTC for tightness. Is it really necessary to completely drain the fuel and de-pressurize the lines as the manual says to move the tank enough to get to em?

If you hold your mouth just right, you can get to the upper mount with an open end wrench enough to see that they are not loose without moving the tank. That's all I did on my 06 EG.
