Default Lg Bubble in tank paint, how do I remove

I have a quarter size bubble that developed in the paint over the last yr. I got a pin and poked it into it but nothing came out. How can I make it stick to the tank. I was thinking of hooking upo my vacuum pump to it but I need something to hold it down once it goes down. More paint, superglue etc. Any ideas?

You can heat it lightly with a hair dryer and superglue it down buts it's just a temp fix. Something has caused the bubble weather it was an adhesion problem or fuel or vapors got underneath it. Is it close to the fill hole?

I'm thinking I would remove it before it spreads and lifts more paint. I can't imaging a body shop charging too much to sand that small area and color match the paint.
