Don't get crazy.
Do you have a single top clamp, or a pair of top clamps?
You could just add a thin shim between the bars and the clamps... even a strip cut from a beer can is enough to increase the clamping force.
Cheap, aftermarket top clamps are also prone to being sized poorly.
The splines/teeth on the bars themselves could also be worn down now due to being twisted while clamped.
Another option is to replace the top clamp with one that has additional set screws to drive down into the top of the bar cross-over AFTER the clamp has been properly tightened.

Try E6000 or Amazing Goop Glue. Can be removed as one solid piece, not like epoxy that can break off or ground away with a tool. Have to let it cure for a day or two.
Next would be to grind down one side of the4 U clamp over the bars. The one side of the U would touch the front mount, then crush the open side so there is an air gap at the rear of the U clamps.

Simple fix. grind down the area of the top two or the bottom two holes of the top clamp. This will make the clamp actually tighter.
rigidthumper also had a great idea. I've never seen that type of clamp before today.
