I noticed in the reviews of these o-rings , that there were a few that said they didn't fit , had the same issue as you , changing to oem would probably cure your issue .

Harley o rings

If I'm understanding you guys correctly, once I tighten it the oring should be up in the hole and the face of the plug meets the pan metal to metal?
Exact same o-rings I've been using for years, no issue what-so-ever. Wht drain plug are you using? It should not be a NTP style thread, it's a straigth thread with a flat milled surface on the top along with a groove for the o-ring.

My o-rings:

Just did a 3-hole oils change yesterday on my 03 and I used those same O-Rings. The oil and the transmission plugs have a recessed area that the O-Rings set in and should not get “squished” out like is shown in your picture.

Unfortunately you’ll have to try that again. 😳

To squish out like that I would almost think the O-ring is too big. Should be tight going down on threads and like other have said sit in a grove at base of plug.

I also use a drop of pipe dope/ liquid thread tape. Never had a leak.

The drain plug O ring is used in a number of places inside the motor. It is a standard -013 O ring.

Compare the O rings you have to the size listed here..

I tried another o ring out of the same package and it went on right this time. I don't know yet if it fixed the leak.

The drain plug is a new one I got from my HD dealer.

Thanks for the replies

I've purchased the same orange O rings and they don't seal. I've tried 3 or for of them and they leak. Today I'm doing another primary oil change but this time I'm going to rap the threads with silicon tape. Do you think I should put 1 of the orange O rings on also or just use the tape alone

Personally, I wouldn't use tape or sealer. I remove that white crap from the the drain plugs before install. The right sized O ring won't leak as long as you clean out the hole properly. If the o ring seat in the hole is damaged, I guess anything goes but I would fix it..

Thread sealant is not the way to seal that drain plug.......

Get the proper o ring.

Best to not use plumber's tape in any automotive application. A piece come adrift and get in an oil passage and you'll wish you had never heard of it. Have known of several incidents where it was the root cause of some serious grief.
