Default Damper rod bolt spinning

2009 49mm leaking seal replacement. Done these before but have not had a damper/drain bolt spin on me. This one is.

Fork on bike, pulling downward and hitting with 1/2" impact. Bolt spins.
Fork removed drained and reassembled and compressed, hit with impact and bolt spins. not free spin, it's ratcheting but not breaking loose. Will not tighten back up either. It has not broken loose.

any other ideas?

Drill the head off. 3/8 or 1/4 impact might work better.

I've used an old broom handle to "jam" in there ... it usually works.

You are my hero, Uncle Larry. Broom handle worked after 3 hours of pulling my hair out. Thanks.
