Not sure if this is what you're looking for...but here goes:
When you put water on a fire it does two things. It displaces the free oxygen molecules (which have two atoms of oxygen) so that it is not available to participate in the burning process AND it turns to steam, carrying heat away from the fire, cooling it to the point where it can no longer burn.

Waterimpedes the Fire Triangle which needs Heat, Oxygen, and Fuel. Take one out, no fire. Simple.

In its liquid state, particularly,water is cooler than the temperatures necessary for the heat of combustion. Snuffs it by eliminating the heat component.

Hydrogen(this is my guess)
the hydrogen bonds with the oxygen and then it absorbs the heat (instead of igniting further) while dispursing itself into a gas state and further dispersing the heat...therefore removing heat and oxygen, and the fire is choked out.
