At the dealer I am currently using, they run specials in the service department in January and February. Traffic in the showroom and at the parts counter is slower in December so the sales and parts staff can spend more time with you. When I had the handlebars on my CVO Street Glide this past February, the labor was about 60% less than I was originally quoted.

Here in ND, parts and service go down 10% in price November through March. In early December they have a party at the dealer called Scrooge night. There is food for everyone and if you buy parts/accessories. You pile up all you want to get and then draw a discount from a hat. The discounts start at 15 and go up to 25%. This year I bought a big bunch of stuff that totaled over $1000 and got a 20% discount on all of it. it helps take the sting out of our long winters.
