I don't know if it's still required, but to pass CHP motor school, prospects used to have to do one final move:
Take a test bike into a controlled low side, dismount during the slide while pulling a sidearm, and then use the bike as cover.

The CHP motors do get a cam change.

My understanding is that HD won the contract because they ended being the only bidder in the competition.
Yes,..BMW is expensive, and that's one of the reasons, but not the main reason. BMW had most of their bikes serviced as their dealerships, that stipulation was agreed to in the contract. But the bankrupt state of CA fell behind and eventually was unable to pay for motorcycle service and repairs. So, when the contract came to be renewed, BMW pulled out as they were not getting paid.
Kawasaki did not enter as their bikes are not mass produced per the contract requirments. The ZX14-P is really a Concours that is shipped off and "Policified" and then put into service. Same with the Honda ST1300.
Now the HDs did not even meet the CHP needs and specifications. But, being the ONLY horse in what was now a one horse race, the state, CHANGED the specifications to meet HD, thereby creating the only winner in the bid.

2014 Electra Glide police motorcycle will include a noise-dampening feature, additional one-touch controls, and a brighter headlamp, the company announced at a police trade show.
H-D unveiled the 2014 FLHTP Electra Glide at the International Association of Chiefs of Police (IACP) Conference in Philadelphia earlier this week.
For the first time, the police motorcycle will include an air foil integrated into the batwing faring that reduces wind noise for the officer. The motorcycle also includes a brighter headlamp H-D is calling "the daylight maker," a spokesman told PoliceMag.com.
The Electra Glide will also see several improvements to the motorcycle's ergonomics, including additional one-touch controls for emergency lighting settings and an upgraded seat that can be pushed up so the officer can more easily mount and dismount the bike. Officers now ride on the adjustable seat with a slight push forward.
H-D increased the depth and width of the cycle's saddle bags, which can now be opened with an easy thumb control.

Go to public surplus.com and look under motor pool then motorcycles. That is where a lot of gov't agencies auction off their bikes.
