For what it's worth, my father was a WWII fighter ace, P47/P51. When I was a kid he would take me up in a Cessna. One main thing he taught me was scanning, constantly moving your eyes from side to side slowly. Your periphial vision doesn't handle movement well, so you cover a field of view by rotating your eyes and looking for movement that way.
Unfortunately, getting the general driving public to learn this skill is improbable. You're not scanning if you're texting.

Just got released from the er after being there sence 730am damn people on there cell phone left me with broken ribs, punctured lung, road rash and 20000 in hospital bills
and a busted bike. I swear next person I see texting and driving im going to pull them over and beat there ***.

Glad your ok. I see people texting everyday. I have stock pipes and I'm thinking I need to switch to something loud. Not to be Harley badass, just so I can blip the throttle needlessly (obnoxiously)and get the texters attention in traffic.

I also believe that the penalties associated with the use of electronic devices while driving should mirror the DWI / DUI penalties. I think the insurance lobbyists will probably get their way with this in quite a few states at one point.
