My thoughts in the mechanics talking code is this. The liquid cooled heads is just a temporary fix for the excessive heat that is being generated by the lean conditions being mandated by EPA. I think the MOCO is just doing heads for now and will engineer something for the cylinders without loosing the V-Twin image Harley's known for.
