After reading these threads, I'm avoiding any of Chuck the ripoff Ruiz dealers, I found Rapid City HD has treated me well in the past, when I've had issues, if you get a chance, go down to their basement and see all of their used bikes, impressive!!!

I don't know why you guys keep saying that the comments are deleted. I still see all the comments posted under recommendations.

If you run tubeless tires just go to an auto parts store and buy a plug kit. They work fine. If you have a tube the darn thing will need tire and tube. HD insists on new rubber band over your spoke junction on the wheel too if you have spokes. (I have a tube) If you can do it just bring them the wheel. Less BS that way.

I might be missing something here, but surely if you get a puncture with a tubed tire, why can't you just replace the tube, that's of course if the tire is not damaged?

There's another guy on another forum I frequent who got the same treatment at the same dealership. At least they're consistant.

Store by store rules may vary, but my dealer put it this way:
When I bought my RKC, along with the extended warranty I also took out the wheel and tire coverage. They said it has me covered as long as I have over 2/32" tread on the tire, less than that, it's my problem. They said any puncture with over 2/32" tread and we replace the tire. Period. Tube and liner replaced also, that is their policy. They said they do not repair or patch. Again, dealers may vary...
My last new tire, when they replaced, they gave me the old tube and liner without even asking for it. Another thing for the garage, LOL. Maybe a buddy might need it, who knows.
That being said, I still side with the OP; on the road, in a bind, new tires, no match for the tires, waiver offer by the customer - "We don't recommend this, we don't usually do this, but this one time we will work with you to get you back on the road...".
WHY COULDN'T THEY DO THAT???

Because they are greedy little bastards and know they can take advantage of someone who basically has no other options and the odds of seeing that person ever again is almost nil. I would almost guarantee they don't treat their regulars this way.
