Run / Brake Resistor???

Run / Brake Resistor???
I have LED lights that are used as brake only. I want them to work as running lights as well. Can I just wire a (key on) 12v into the current connection with a resistor? Is this safe? Also, what about running these wires together... will this constant current flow coming back to the brake side mess things up?
This sounds like it would do what I want, but I'm no wiring expert.

No, I don't need turn signals. I have some hidden brake lights and I want them them to act as running lights as well. Basically on full time, just dimmer. Thanks. BTW, my friend has the BAL and it's the brightest tail lights I have ever seen.
