Unfortunate loss of life.
The situation will very likely get extra sticky for the SUV driver if contributing factors like phone usage or some kind of driving history is evident, especially since the victim was a LEO.
An SUV driver will face the same legal consequence as if they struck a car or truck in most cases but i would imagine this case will be investigated a little more in depth.
I am not aware of a special category of penalties for striking a motorcyclist since generally it is treated as any another vehicle.
People run into fire trucks with lights ON , police cars with lights ON, 18 wheelers, buses, parked cars in the daylight and even buildings. Not too difficult to imagine that motorcycles are dragged into the mix.

To be devil's advocate here, the problem I see with that is what about being a passenger in a moving vehicle? Why should they be punished?
