Lost a rider today

It's better to think that we ARE visible and they're trying to intentionally hit us.

"Any charges or citations will be determined at the conclusion of the investigation. Its too early to speculate, but I can tell you that there's evidence to indicate she was using her telephone via text just prior to the collision," said CHP Officer Brian Pennings.

My daughter freaked a bit as she was coming home. A bike went down at the entrance to our subdivision and she was worried it might have been me. I didn't hear sirens so I hustled to the end of the block fearing it might have been a neighbor, it wasn't but it was a local LEO. Very sad..the SUV "just didn't see him.

The situation will very likely get extra sticky for the SUV driver if contributing factors like phone usage or some kind of driving history is evident, especially since the victim was a LEO.
An SUV driver will face the same legal consequence as if they struck a car or truck in most cases but i would imagine this case will be investigated a little more in depth.
I am not aware of a special category of penalties for striking a motorcyclist since generally it is treated as any another vehicle.
People run into fire trucks with lights ON , police cars with lights ON, 18 wheelers, buses, parked cars in the daylight and even buildings. Not too difficult to imagine that motorcycles are dragged into the mix.
Prayers for his soul and family.
Unfortunate loss of life.

To be devil's advocate here, the problem I see with that is what about being a passenger in a moving vehicle? Why should they be punished?
