What direction are you coming from? You don't have to ride through the badlands you can just drive on by them without actually going in. If I understand you correctly just stay on the freeway and cruise on by. You need to provide more details so we can help you.

Depending on where in SE Iowa....highway 20 runs through both Iowa and Nebraska. Take it west all the way to Chadron NE then go north on 385 into South Dakota. This is the route I am going to take this year. This route gives you a lot of options, you could stay on 385 which turns into 79 all the way to Rapid City or hop into the hills for a scenic ride all the way to Sturgis. I am going to do Needles highway and Keystone on my way up to Sturgis...just an Idea for you, have fun!!!

The highway passes right through part of it. It's been awhile since I've been but I think it's Route 80. Someone can correct me if I'm wrong. You just clip part of the badlands and don't ride through the park side of it where they collect entrance fees.

Sturgis isn't that in Kentucky ?

I assume you have seen before, it seems like a shame to ride out there and not take 20 mins. to an hour to see it,

Being stationed there, I can tell you first hand. If your riding ANYWHERE in SD your not going to avoid the wind factor. I-90 goes right by the Badlands near Wall. If you don't want to go in, you can be past it in minutes. (And you can see a little bit of them from the highway). If you're going to Sturgis, you're going to spend some time on I-90, you can't get away from it (unless you ride in on the backroads, and don't leave town once you get there).

I'm pretty sure that about 90% of SD is flat and you have to deal with the wind. Unless in all my time out there I've seriously missed some nice roads. If you are coming from SE Iowa maybe US20 is an option for you, then just cut up on US385 past Custer and into RC. Just another option.
