Default fender bib

I just got a fender bib for my 06 heritage. The holes in the front line up with two holes in the fender but Im not sure how to attach as there are no bolts present. Any ideas?

Holes and no bolts...

IMHO, you have two choices. Either use your own bolts/nuts/washers, or one of these...

But then, I guess you could always glue it down with silicone too.
