Led lights in Indiana
I called Indiana state police non emergency. I talked with an officer who told me led lighting is not only legal but ENCOURAGED. RED & BLUE are illegal while riding cause they are reserved for emergency vehicles only. But any other color is acceptable. They can flash strobe.... Whatever. The officer then have me his opinion and said he thought if everyone had them then there would be less bike wrecks. Can't argue with the man!!

Indiana Statutes:
IC 9-21-7-11
Flashing lights
Sec. 11. (a) Except as provided in subsection (b), a vehicle may not display flashing lights.
(b) Flashing lights may be displayed on a vehicle as follows:
(1) On an authorized emergency vehicle.
(2) On a school bus. (3) On snow-removal equipment.
(4) As a means of indicating a right or left turn.
(5) As a means of indicating the presence of a vehicular traffic hazard requiring unusual care in approaching, overtaking, or passing.
(6) On a vehicle used in a funeral procession.
I would think that possibly he was encouraging LED lamps over incandescent lamps, but not flashing.

I was suspicious of the flashing light thing too.
And red and blue as reserved for emergency vehicles is pretty much standard across the Nation, I believe.

U talking about accents lighting or turn signals: stop/tailights...?????
Seems I just read in our paper that U can run Red, or blue.. but not toghether.
As far a pulsating, a tail/brake light that blinks a couple times then goes solid is not the same as one that blinks all the time..
U need to explain what Ur saying a little better for us to understand what U really mean.
