That's crazy. It clearly needs a front end, a frame, shocks and an exhaust. Then most likely a swingarm and front wheel. There are, literally, over 100 V Star 250s on CycleTrader right now for between $2900 and $4000 before negotiating the price.
Even if you get lucky and the motor mounts, engine and electronics weren't damaged, you've still dumped a ton of money and time into a bike that won't be worth close to what you spent on it ... 'cause if I could buy a non-accident bike for $3000, I sure wouldn't give you more than $2000-$2500 for that fixed up bike and take the risk something is still seriously wrong.
You're better off finding an old Sporty.
