What amp fuse are you using? Whatever you're using bump it up by 5. See if that helps

When fuses blow it means that it is shorting to ground. Fuses are the week link. That holds true to all electrical wiring. Very rare if not that

Check your hi-low beam switch for a short.

Had the same thing happen on my 2008 ultra. Blew the headlight fuse everytime I rode. I changed the headlight itself, and problem has not returned in over 2 years.
If you don't find a definate short...change the bulb. They short out occasionally too.
