Oh no they can't make you pay on the spot like that, you have the right to get a lawyer and fight if you want. I had a state trooper in Michigan try to make me pay on the spot for a speeding ticket. I told him to kiss my butt too. I made him make me a court date to come back with a lawyer. No i never came back, they won't come after you over a ticket. You pay on the spot, well you just don't know your rights.

The guys I ride with that have apes have never had a problem in Sturgis. On the other hand, one of our group has gotten popped for one thing or another in Newcastle, Wyoming, every time we have gone through there.

Around Sturgis you maybe be ok, but driving to and from is another question. Also, as stated, it gives the LEO a blanket excuse to stop you at any time because you've already given them the reason. If they're busy you'll get by, but if they're looking for stops you may well get pulled over.
Ignoring tickets is not a wise thing, even if you never plan to step foot in that State again. There is a thing called the interstate Non Resident Violator Compact (NRVC) that most State DMV's and DOR's participate in. If you ignore a ticket in one state your home state can either suspend your license or refuse to let you renew your license until the fine is paid. That fine will be much larger with NRVC fees attached. It's the way the states work together to get out of state tickets paid in their state. Also, they can't MAKE you pay a fine on the spot but the can make you post a bond for your promise to come to court. There is no Federal law that says if you're legal in your state you be legal in all states. Ask any over the road truck driver and they'll tell you you have to be legal in the state you're driving in.
It's completely up to you if you want to try it with apes that are above your shoulder. You'll probably be fine unless they're looking for stops. Like others have said, it's mostly moving violations and parking that bite you. Like parking 12" into a handicap spot on a street that's been blocked of for motorcycles only. That one was $360 and a long walk to the impound yard...

Ok Guys and Gals....
I seam to recall on another post about a Federal law, thats says if your bike is legal where your from your good to go.....
Find a copy of this law and take it with you....
Other than that, if they want an excuse to pull you over, they will invent one....

Bingo! Figure a 95% chance you WILL be pulled over at least once while in-state. It's not just the Sturgis cops who amp it up for rally week.
