There is a company that makes frames to suit Sporty motors and some Buells
Some of their stuff looks good
http://the-norley.com/
They use a frame based on the Manx frame that is light weight and handles better than any harley frame.
Use a good doner front end off a Buell, add a set of clip on bars, rear set pegs and you hang with any cafe crowd around.
Use an early Buell motor and leave 'em for dead provided you can ride

He definitely better stay away from Harley if he wants performance.

'04 Dyna cafe racer, but still probably slow in comparison.

Traditional cafe racer look on a Moto Guzzi:

Anf here is a Kawasaki Ninja ZX10R turned into a cafe racer. Sooooooo ugly. :

In my opinion, the only true cafe racer is made with Brit iron.

I think if I was wanting cafe' style and performance, I would sell the sporty outright and use the money to buy a used buell. Same motor but already has 101 horsepower, killer brakes and top notch suspension. Your already half way to a cafe and you'll have money in the bank to work with because sporties sell for quite a bit more than you can pick up the same year buell for.
