I bungee tie a two piece rod to the tour rack.
The best setup I've ever seen was a bagger with a rod holder(PVC) attached to the bag guards,one on each side. Two surf rods looked like large antennas goin down the road. The tour pak was replaced with a 50-60 gal. cooler.

Been doing it for many years. Had my first mishap last fall though. Damn Northern Pike slipped and sunk a treble hook to the bone in my pinky finger. Cut the hook off the lure, killed the fish with a rock because now I am really pissed and rode my Ultra Classic at 90 MPH through the countryside to the nearest hospital 25 miles away. I am still washing blood off that bike.

Have some four piece fly rods (8' 4wt, 9' 5wt) that I carry in a double rod/reel case that straps on my fly vest/wader bag that bungies to the sissy bar. The "belly boat" deflates and goes into one saddle bag with the hand pump, the wading boots and swim fins fit in the other. An hour or so later takes me to a nice little spot where I catch Rainbow and Brown trout, Small and Large mouth bass, and some really fat Bluegill. Almost all my fishing is catch and release so no need for a cooler.
