I don't think the EPA estimated gas mileage has changed much during the past 10 years or so.
There are so many factors to consider. Wind speed, head winds, tail winds. Fast starts, aggressive riding. My stock configured 88 never get's much more than about 42 but worse than that with the above mentioned factors. I always reset my odometer at fill up. On my 5 gallon tank, gauge says I'm getting close to empty at about 200. For a 6 gallon tank, you should be happy to reach 250. I think you will get there.

I track my gas mileage with an App on my iPhone. I get a shade over 43mpg on a 2011 Road King with Stage 1. And that's riding two-up into and out of central London every day, so about 80% of the distance is in stop/start traffic.

Just throwing mine out here. 4 week old Ultra Classic. Bone stock with roughly 1200 miles on it. (Taking in for 1st service this week). Seems no matter how I ride it, I peg 35MPG every time. Highway, town, 2 up with my daughter, albeit she only weight 70lbs, but still. I'm hoping I can get at least close to the 45 I used to get with my 10 year old Road King, but I'll settle for a steady 40 eventually\hopefully.

my '11 RGC 103 has 255's V&H Power Duals exhaust and V&H H.O.mufflers and an SE Tuner. It runs great and still gets right around 40 mpg and I usually have it on full boil!!

You figured wrong dude!
On topic...I'm between 38-42mpg depending on how I ride. This is with Woods 555's, heads, AC, 2:1 exhaust and a slightly heavy right hand.

FWIW. my 96 CI was getting 42mpg but the I upgraded the motor to a SE Stage IV 103 and I have no idea what she is because Im beating the snot out of her every chance I get. So much fun
