Age 21 and Older
Step 1:
You are encouraged, but not required to complete the CHP-approved Basic RiderCourse offered
by the California Motorcyclist Safety Program. Before you enroll in the Basic
RiderCourse, check to
make sure you have done one of the following: 1) successfully completed a classroom driver’s education
program; 2) obtained a motorcycle or motor vehicle instruction permit; 3) hold a valid Class C automotive
driver’s license. To enroll in the Basic
RiderCourse call toll-free, 877.RIDE.411. Upon successful
completion of the Basic
RiderCourse, you will be given a Certification of Completion of Motorcycle
Training (DL 389).
The way I read this is you need ONE of the above, so I would say if you have a driver's license, or have successly completed driver's ed, or have a car or mc permit....you are good to go? In RI we can't get a permit or license w/o taking the safety course.

If you have your class C you're good. You can take the written test after the rider course.

I'm not from Califonia, so take this with a grain of salt.
In Maryland, any driver with a valid Class C (cage) license can take the MSF course. A motorcycle endorsed learners permit is not required. The classes out here are run through the DMV, and are generally waitlisted. Completion of the MSF course entitles the new rider to add a Class M endorsement to their license. To clarify, if you hold a certificate from MSF stating you've passed the test: you walk into the DMV, fill out the application, stand in line, have a new photo taken, and get your new license with the Class C endorsement. No need to get a learners permit. No need to take the states written exam. No need to take the state skills exam. Just step up the the white line and smile for the camera.

In my area, the MSF course is performed in a large parking lot- No permit, license is required. However, to operate a motorcycleon public streets, hwys, etc. you are required to have a classC License / endorsement on your drivers license. Your statelawand MSF course provider may be different.
