I would.
If someone doesn't have the basic skills how can they be considered a good rider. As others have said, seeing someone do that would make me not want to be riding anywhere near them.

Well as an older guy, I cant wait to get it...errr them up. Yes them, I put both feet down at a stop as I am very short and my left knee tends to just give out at times..

If that guy ever carries a passenger he will learn to pick up his feet. Those passenger boards/pegs are great at trapping your legs.

They either forget to pick them up when they start, or Forget to put them down when they stop.

When I learned to ride, the Instructors were crazy about picking your feet up. Whenever I see someone doing that, I can still hear a hysterical MC instructor yelling "Feet Up! Feet Up!" Mostly it's kids on scooters, but occasionally I'll see a grown-up do it. Drives me nuts...

I saw an interesting video on YouTube the other day (but I can't be bothered to find a link). It was a helmet cam, and in front of the guy taking the movie is a guy on a Sportster who can't seem to get round a fairly gentle left-hand turn. Just as he starts to run out of road he puts his left foot down and pogos himself right off the bike. The tit...

It screams new inexperienced and unsure goober on a bike to big for them , foot draggers are the number 1 fuc up in group rides . If your lucky they just wipe out in the parking lots or making the turn into or out of one , if your not they take a couple bikes with them .

See at least a 1/2 dozen of those type at every large function before I quit doing them , one of them went down every time and the numbers of riders have increased since I started staying away from those rolling clown fests so I can't see the the numbers of foot draggers having gone down only up .

Whats pathetic is even at a walk or slower having your feet down isn't going to keep the bike up when they choke , only thing it's gonna do is break ankles & mangle feet .
