I sometimes use a couple of old military belts...the kind with two d/rings for a buckle. Keeps a helmet on my head and gear on the bike.

Bungies most of the time. I did find some bicycle tie downs at tractor supply. They're just a smaller version of the motorcycle pull type tie downs, they work real well.

Those new Nerf bendable wires, they're thick, padded and easy to twist around anything.

For light stuff getting strapped to my luggage rack I've got a couple of nylon dog collars, cheap and easy to replace so I don't care if I lose one.
