www.rokstraps.com These are recognized as one of the best ajustable bungee type strap out there. Don't mistake these for the POS hook bungee cords. Not even in the same league.

I use bungee cords, or rachet straps to tie down.
An extra trick I do is look for a way to secure the bottom to the rack with small nylon zip ties to provide a little extra security in case the cords/straps get a little loose or if someone tries to make a quick lift at a stop somewhere.
Use black or clear, which ever conceals best. Snip off when you are done.

I bought some black & orange strapping off of eBay and got clips from Joann’s Fabric. My wife sewed them and I have nice strong adjustable straps for luggage. I carry them in my saddle bag inside a zip lock baggie. I’ve used them for to tie down a bunch of stuff. They conform to any shape and hole well.
I did a 3,200+ mile ride with no problems.
I use cargo nets over the straps to tuck other items under the net. It might be over kill but it's secure. I've used nets alone and had stuff lift off of the tour pac at 80mph.
