If the primary has been overfilled, even slightly, it will definitely cause problems finding neutral. If you do your own fluid change don't overfill as I think many of the HD techs do. It will make a big difference.

I'll echo most others. When I start in neutral I get no movement at all, clutch in or out. When I start in gear with the clutch pulled the bike moves forward a bit. All of this seems to make perfect sense. Not sure why your bike would move.

I never have trouble finding neutral on my bike when it's running. Occasionally if it's shut off, but I just move the bike about 6 inches and it drops right in.
When I start it in the mornings, it's in gear but I pull the clutch lever in and hold the front brake. If it's a cold morning I'll kick it into neutral first. If the bike is warm (or a hot day) I get almost no movement.
