Since the club decided on smaller patches you should see if they will cover the costs when you file the expense report.

Get some black thread made for leather..
Cut them real small and make them even with the outsaide..
Apply black filler and sand them smooth....
You may have trouble matching the color paint with the vest..
Ever buy a leather hide and to find out the cow scratched himself along the barbed wire fence..?

Show them how much you support them and get enough of the smaller patches to cover the holes from the old one.

that is the point of a vest..you ruin it instead of a 4-600 coat. leave the old patches on for sentimental reasons, hang it up somewhere, get a new $60 vest from a leather shop..
