well... to all you guys calling this dude a troll... this stuff happens all the time. I work at the Wisconsin DOT. Part of my job is processing vehicle titles, adding and releasing liens to titles. So I know what I am talking about here.

1st

there are 4 states in the US that have laws stating title is held by owner no matter what the lien is.

2nd

a 'state lien' is usually Child Support, Traffic Violations, or Court Judgements, & are designed to keep the owner from selling the vehicle. The fact that it was sold indicates that human error is involved,

3rd

Your Local DMV (actually all DMVs across the Nation) has a research unit designed to help you straighten this out... contact them. They WILL be able to help you get this figured out... believe me, it's not that difficult from a behind the scenes perspective... just be tenacious, & don't take 'no' for an answer.
