I live in a small town, Payson 65mi north of Phx commute everday, no emissions as it is Gila county.
Try a PO box in a non emission county, might work.

Yep, Pima got rid of emissons for collectable cars and M/Cs several years ago.

Looked into that, insurance needs a non-PO Box or I've got a problem getting insurance (I think their on to this). If the July 2012 thing happens the subject will be moot.

As far as passing an emission test, would any fuel additive or fuel type help?

The emission thing is not that big of a deal. It's for a bikes older than 5 yrs. and testing is every other yr.
I moved here 6 yrs ago from Ohio. I did get a shock when it came to paying for plates. Ohio it was $25. Here it is based on the MSRP of bike. I just payed $160. when new it was $320. for my 08 FLTR.
Insurance was another, but considering we ride all yr compared to a few months back home it is easier to take.
The HOA thing is a bunch of BS Micromanagement most every thing you get busted for is in the city codes. There is plenty of nice areas close to Phoenix without HOA.
Other than that you can't find a better place to ride.
Let us know when you make the move, you'll have plenty of ridding buddies.

Sounds good !! Not sure when it will happen, but the wheels are in (slow) motion.

You can get away with that, but if you look at your tag (sticker) it should be a different color than those in Maricopa County. It's to let cops know that you're registered out of county and they could bust you for not getting the test done if you're commuting. Just FYI. Chances of getting busted are probably slim to none.
