I am very sorry for your loss.
I think your intent to have a ride in Louis's honor will help avoid more accidents than you can possibly imagine. Awareness and vigilance is our best weapon in staying safe from the numerous threats that we face. Having others hear of and be educated about Louis's death and the circumstances is a sobering reminder for everyone.

My deepest condolences to the family. Sometimes I can't figure out why they call them "smart phones" when people do such stupid **** with them. I got rear ended 4 years ago on a bike by an idiot on a cell phone.... there ought to be a law.. no wait there is a law

There is a light at the intersection, so I'd guess, from the charge, she ran it. Click that link for a google map of the area, then drag the little man into the intersection to see it. Big, clear, flat intersection with 4 lanes each way - hard not to see somebody...unless you're on the phone.

I think the reason for the difference is that someone who drinks and drives has made the decision to START their trip in an impaired state. Their level of responsibility is higher than that of a person who's momentary lapse ("Damn, I never even saw that stop sign"...) causes the crash.

So, he was right, and talking on the phone is like DUI, since it isn't a momentary lapse, like missing a sign, but a conscious decision to make or take a call while driving. Also, like drunks, these people always say, "I can drive fine when I'm on the phone" but to everybody but them they're so F*&^%$# up they are running into people in Walmart with shopping carts while on the phone (I'm starting to hate people who talk on the phone in stores as mucgh as the ones driving).
