What's wrong with leather pants? I know it doesn't get that cold over here in the UK (and it never seems to get proper hot either!) But in the winter, I ride with leather pants (trousers) and don't feel cold enough to wear anything underneath. I can't see that I'd need anything more than some cheap thermals though if I was a bit chilly.
I have a pair that are the same as boot cut Levi's. Mine are the next pant size up from my normal jeans , and I just wear them over the jeans. It doesn't matter how many Cotten/poly layers you pile on if there is nothing to block the wind.
